In April, NuPlanet Small Scale Hydropower PoA came under validation in Africa. The objective of this programme is to support the development of hydroelectricity renewable energy generation units in the countries that form part of the Southern African Power Pool (SAPP). The following countries can contribute CDM project activities (CPAs) to the programme: Angola, Democratic Republic of Congo, Lesotho, Mozambique, Namibia, South Africa, Swaziland, Zambia, Zimbabwe.A typical CPA that would fall under the auspices of this PoA would be a hydroelectricity plant that has an installed capacity below 15MW. It can be a green field plant new installation, a capacity addition, a retrofit, or a replacement. The CPAs can either be run of river and\or use existing infrastructure such as reservoirs and\orinvolve the construction of new infrastructure such as reservoirs.
In South America, the Chilean Small Scale Renewable Energy Programme of Activities (PoA) came under validation. Four technologies are the focus of this programme: solar power (both photovoltaic or PV and concentrated solar power or CSP), wind farms (both on-shore and off-shore), wave/tidal and small hydro power plants to be located within the coverage of the 2 main electricity networks, SING and SIC.
In China, the ZhongyingChangjiang Small-scale Hydropower Programme of Activities is under validation, which plans to implement a small-scale hydropower PoA in Hubei, Yunnan, Henan and Sichuan province of China. In the past, lack of investment, convenient traffic, power grid infrastructure construction, and other reasons have led to little investment in these areas.
In the Philippines, a third programme that can include small hydropower plants under 15 MW has just come under validation, the Renewable Energy PoA in the Philippines. The PoA will support the development of new, small scale, grid-connected renewable energy power plants in the Philippines (Biomass, Municipal Solid Wastes, Wind, Hydropower, Tidal, Solar and Geothermal).
